About Us

History

Consortium Procurement is the procurement arm of the Northern Housing Consortium, and has been supporting members to procure compliantly for over 20 years.  Consortium Procurement has achieved tremendous success in developing our range of services and growing our offer to members across the UK. We currently support the procurement needs of more than 300 member organisations, offering 12 live framework agreements, as well as a bespoke procurement service. We pride ourselves on the strong working relationships we have developed and maintained with our members through the years, as well as the significant financial savings they have achieved through utilising our framework agreements.

How we work for you

We take away the complexity of procurement by offering an open, fair and transparent service. We provide value for money, flexibility through a range of different call-off options, and a dedicated team of procurement experts and account executives who will guide and support you through the procurement process. We work closely with, and listen to our members to develop frameworks that meet the needs of everyone. We champion compliance with industry and procurement regulation throughout all of our processes and procedures.

All framework agreements we offer have been procured in an open, fair and transparent way in accordance with the EU Procurement Directives (OJEU) as well as with all UK general procurement and industry-specific rules and regulations. Our members benefit from a dedicated team of Account Executives who work hard to meet their needs and answer any questions they might have. We listen to members and work in conjunction with them to create framework agreements that save time, resource, and help to avoid risk. We frequently share updates and best practice examples with our members through a variety of communications, including roundtables and forums.

Business Development

Joseph Gardiner

Head of Commercial

Joseph is responsible for Consortium Procurement’s business development function, driving commercial activities to help us achieve our growth objectives while maintaining our strategic focus. Joseph has commercial experience in the public and private sector in both procurement and bid management. He has a varied business development and operational background in roles with a strong focus in the social housing and local authority market.

Louise Chase

Head of Procurement

Louise oversees the procurement team including framework development, bespoke procurement exercises, call off activity and is chair of the Procurement Reference Panel and Social Housing Compliance Forum. Louise has an extensive background in public sector procurement and regulations, having worked for the Consortium since 2011 and previously managing EU contracts.

Rachel Wheeler

Senior Procurement and Contracts Officer

Rachel is responsible for developing Consortium Procurement’s frameworks, liaising with members and the supply market to ensure they meet sector needs. Rachel also supports members and suppliers with contract queries or bespoke procurement exercises when required.

Rachel Mersh

Procurement and Contracts Officer

Rachel is responsible for managing the further competition and direct processes for Consortium Procurement. Rachel works with members to ensure their individual requirements are incorporated into their call off documents and liaises with suppliers on their behalf. Rachel also monitors framework performance on all supply partners to the Consortium.

Drew Frame

Procurement and Contracts Officer

Drew is responsible for managing the further competition process for Consortium Procurement. Drew works with members to ensure their individual requirements are incorporated into their call off documents and liaises with suppliers on their behalf.

Yvonne Leonard

Procurement and Contracts Support Officer

Yvonne produces all contract documentation for members and suppliers following call off’s. Yvonne manages the contract signature and extension process for all contracts.

Nicola Benson

Procurement Support Officer

Nicola looks after all of Consortium Procurements suppliers, ensuring adherence to framework requirements, for example having up to date insurances and certificates. Nicola is the main point of contact for any suppliers who are interested in working with Consortium Procurement.
