What is a framework?

Under the EU regulations, frameworks are available to be used to assist in procurement exercises. Consortium Procurement has established a suite of frameworks for a wide range of goods and services that members of the NHC (the company Consortium Procurement belongs to) have identified as areas for collaboration, innovation, generating efficiencies and value for money.

Crown Commercial Services (previously The Office of Government Commerce) defines framework as “a general term for agreements with provides that set out terms and conditions under which specific purchases (call—offs) can be made throughout the terms of the agreement.”

The regulations state that frameworks agreements should be a maximum of four years in length. Therefore all of Consortium Procurement’s frameworks are four years in length, and the Consortium can refresh these in advance of their expiry in order to provide continuity of service, enhance the framework offering, test the market and ensure value for money is realised.
